pool installation and covers

About to have my pool installed (Fiberglass 16 x 35 w/ 4' concrete pereimeter). PB wants to come back in the fall and install a safety cover for an additional $2,400. Does this seem expensive? and why not install the attachment points when the concrete is poured??
 
I gave about $1200 for my cover, and installed it myself. Not hard to do. A lot of holes to drill, but that's all there is too it.
 
Mesh or Solid? What brand?

Setting anchors for a pool cover cannot be done, to the best of my knowledge. Installers rarely know in advance the ideal placements. They also rely on friction to hold them in place. Setting them in wet cement will not provide a whole lot of friction, just suction.
