Staking steel wall panels into pool shelf on in ground pool

Hi there,
We have started the installation of our steel wall panels in our 22x44 in ground rectangular pool. They are all up roughly except for the step. We have a half dozen bolts in each panel (loosely tightened), panel braces/frames installed but no stakes in brace/frame or rebar in panel yet. The walls are level. We have not put the step in yet because our excavator wants to go back in one more time to clean up/fine tune the deep end (hopper, deep end walls and slope from shallow end to deep end). He wants us to tighten the bolts and stake all the walls in before he goes in. That seems risky without the step in. Should we:
1. temporarily attached the steps and square & level it all. Then tighten bolts and stake everything except the step. Step can then be removed temporarily when he goes in that one last time and then reattached when he is done, or
2. tell him we can't stake the walls until the steps are ready to be installed permanently? I.e. he needs to finish the deep end before we stake any of the walls, or
3. other advice?
