I did put the poly-fil directly in the skimmer basket, I did not use anything to contain it but I will use a skimmer sock next time just to make myself feel better. I also isolated to pull from the skimmer only, you will want to check it every day as debris will also get stuck to the poly-fil.

I recommend you fill a bucket with water and place it beside the pool. If the bucket of water also has the silt then you can confirm this is something coming into the pool from the outside. Here in Northern Va we have a lot of pollen at this time and it can settle on the pool floor as well.

As you most likely know phosphates is generally considered as food for algae. So if you maintain your pool based on TFP guidelines and recommendations algae will not be present and therefor the amount of phosphates is irrelevant.

In my area we are not on septic but the city handles sewer as well. We get charged for usage and sewer for each unit of water we use. They will waive the sewer cost if it is used for filling a pool.

It may be worth calling your water company as well, in my area they do not charge sewer cost for filling pools.

I can't provide much input in regards to your questions but if you move forward with your plan I recommend calling your water company and see if they can waive the sewer fees for filling up a pool. My local water company will not charge sewer fees for filling a pool.

Most bleach is 8.25% so it should be a bit less.

The most important part is understanding what you put into your pool and the impact it will have. As long as you understand how the pucks will impact your pool chemistry and you are able to keep it balanced and sanitized you should be ok.
