A picture of the layout would help. I may be misinterpreting your description, but it seems your 1/8hp circulation pump is pulling water through the inactive 1hp jet pump. This would be a major load on that little 1/8 hp pump and would reduce flow significantly.

Absolutely use a purpose build backflow preventer. Mains pressure is fine while it is there. If the city water has a problem (pressure loss or even suction) you must prevent any water being drawn back into the city system. That is the reason sprinkler systems have them.

You labelled correctly. You could install a non-return valve and it would be placed below the crossover pipe on the Spa return. Because of the pipes either side of it you may need to cut not only that pipe, but the Pool return too. That way you could flex the pipes up enough to fit the valve...
