That looks like sand from the installers' shoes. I had a new liner installed back in June and had some sand like that. I was able to vacuum it all up, although it did take a few days.

Have you opened the filter yet and done a deep cleaning of the sand? Deep Clean a Sand Filter That will let you get a good look at what's in your filter and make sure it's ready for the big task ahead of it.
