Two things will lower (consume) chlorine in your pool: organic material and sunlight. The cover will keep both out.

Now, I have no data to back up this point of view, but I would be worried that a floatie is not effectively chlorinating your pool when there is no circulation. Best you could do is dump liquid chlorine and stir it well with a skimmer net. Even that may not distribute the chlorine perfectly...
