    I don't think algae is getting through the filter, but dead algae could be settling in various places and getting stirred up when the pump starts. You should run an overnight chlorine loss test and if you're seeing other signs of algae you need to follow the SLAM process.

    While the pump is running, pour slowly in front of the jet that returns water to the pool. It's safe to swim as long as you can see the bottom and the FC level is below 40% of CYA.

    You need more chlorine in your pool. Your SWG makes 7 grams of chlorine gas/hour. You need about 80 grams to raise FC by 3, so you need 10-15 hours of runtime per day.

    In my experience, the problem could be that you didn't eradicate all of the algae in the previous SLAM. Either you didn't find it hidden somewhere in the pool or you didn't actually pass all 3 criteria the first time around.

    I don't think you do have the chemicals worked out. Your chlorine level is almost certainly too low and it's allowing a low level algae problem to fester, which is continually clogging your super-efficient filter. That what stuff you see in the pool is also probably not DE, but DA: dead algae...
