Spa jets not blowing air

Brand new pool, first time pool owner, PB never finished fine details of job and is MIA. In ground pool with elevated spa that waterfalls into pool. Spa jets have 2” lines for 6 jets and no blower, they have two air vents with caps at coping of spa. I have no pics of plumbing to know if they did a Hartford loop. Variable speed pump.

Before spa nozzles were installed, spa mode and pump in high speed, water wouldn’t back flow through air vents and no air without nozzles. PB installed nozzles and now the water back flows and spills out of vents and still has no air. I’ve tried running pump at lower speed and blowing air into vent by mouth and no dice. I can try a shop vac if that might help but I’m not sure if that’s the problem. I’m pretty sure there’s no clog because I remember running the spa jets with no nozzle and no eye jets right after plaster was done and before he installed nozzle and eye jet. I was reading other forum posts, I might try to remove the eye and leave the nozzle to see if that stops the back flow problem at vent but I’m not sure whether that will create air/bubbles.

If the pump speed is too high, I don’t know how to fix that even with the variable speed because every time I go to spa mode, pump will shut down, valve turns, and pump primes at full speed which would blow water out the vent even if I reduce the setting at which spa mode will run at.

Any thoughts?
 
First mistake the PB made is using 2" line for 6 spa jets. Do you know if the jets are the standard 3/8" nozzle?

If the air lines are at the spa, a Hartford loop is really not necessary. That is only for long air lines.

If you sure the water lines are clear, the only other explanation is the PB may have swapped air/water plumbing on the venturi's.
 
Not sure on nozzle size. So does that mean blowing air out of line with shop vac or removing the eye won’t help?
I am not sure what you mean by this. What "eye" ?

The venturi's are design to suck all the water out of the air lines all by themselves. This should happen normally, IF the plumbing was installed correctly. Blowing the water out of the air lines won't do much since water will just run right back into the lines when the pump is off.

If you are certain the lines are flushed of debris, then it is likely that there is a problem with the plumbing setup.

I ask because of my 6 jets, one does not draw air by itself. Its the only one where the 4" long nozzle comes just nearly level to the interior. The remainder are well recessed. I have yet to ask the builder about it, figured i would address the small items as a final punch list.
Anyway, was wondering if that may be related to your situation.

That is a good point. If the nozzles are too long, there is not much of a venturi effect. They really should be recessed at least a few inches from the spa wall opening.
