Spa jets are a mess

So my spa is kind of a mess. New build, by owner so I cant have a pool builder just come fix. It doesn't really shoot bubbles into the middle of the spa, but more volcanoes at the edge. I have a 2hp blower on it and a ball tee so I can lower the push of air.

I have tried different eyeballs as well.

Some of the jets are strong, others are weak. One hardly blows anything out.

I can call my plumber out but I want to DIY if I can.

Should I be looking deeper back at the jets themselves? Could they be blocked? We are expecting jets to...well, shoot out and bubble, not basically bubble up immediately.

 
You are right in that video I had the pool pump not spa pump on.

Here is pump on...and massive calibration of the blower 20220628_172815.jpgball valve. Best I can get it. Still doesn't blow out, but just up. And far side hardly blows.

Are those true jets? If so, were the orifices installed? They could be "tee jets."
A 1.5" tee would have an insert installed then the feed pipe. The tee portion would be where the air line is installed. The action in your video indicates that the orifices may not be there.

Hmm what are the orifices? I have eyeballs there but it doesn't sound like that's what you are referring to.
