Is this a bad pebble sheen job?

From what I have seen of the blues, mine included, in the deeper end there are a lot of shadows that can look a lot like discoloration when in low light, changing when viewed at different angles. But, when bright sun or bright artificial light, it all looks uniform. Seems a real pigment difference would be there at any time, whereas difference in the throw of the light can be affected by other things. So, looks about normal to me unless that lighter area stays that way always.
 
I was told that there could be marbling effect to the pebble sheen colors. Mine is similar to yours in that. I believe Toxo is right, it is more pronounced in the deep end.
 
I hired a pool guy to do everything, he tells my the levels are good, I don’t have a salt system.
Just FYI, that is literally never going to get you a decent answer about anything here. Nor will pool store testing, or testing with strips. Get yourself a TF100 or K2006C test kit, post your full test results, then people can help you - in this case, whether there's something about your water chemistry that might be affecting the color.
