Freeze start up with leaks

What do I need to replace in this pic? If I were to call a pool repairman what do I say I have and need done based on this video? I couldnt tell where it was leaking on the valve but definitely on the bottom of the actuator.
 
Pictures are bit fuzzy but it appears the three way valve body is compromised. The Actuator itself should be fine.

The actuator is screwed onto the valve with four screws. Remove the handle and then the four screws and the actuator will lift off the valve. Then it will be clearer what is leaking in ir around the valve.

I removed the actuator off of the top....still couldnt tell where its cracked...probably not visible until under pressure.

If I were to buy this valve, what do I ask for and what do they cost?

The only quote I have received for repair is:
$110 for the valve
$20 for PVC
$150 for labor

If anyone can point in to the exact replacement I will just buy the valve myself if there is any savings.

So for the next time we have great freeze...what could I have done differently here?

I opened up the pressure valve on my DE filter, i opened both lids to my pumps. I forgot to open the chlorinator and it busted......originally I had power but lost it for 48 hours.
 
I've had my pool for 10 years in North Texas, lived in Central and North Texas most of my life, and I've never seen weather like that. I only lost power briefly, I think for less than 5 minutes, as some computer stuff stayed up. What I did, and thought it was enough, was run my pump on freeze protection, cover my pool equipment with a tarp with a Halogen Bulb on underneath. What happened was the water in my suction pipes froze, pump ran dry, turned it off, water in casing froze and split the casing, and busted some PVC. If I had it to do over, I would have drained the system and blown the pipes dry back to the pool, which is what I should have done when the pump ran dry. But, I discovered that in the middle of a snow storm and Below 0 Temps so wasn't thinking straight I guess. I did open the vent on my DE filter and let it drain to the pool which I think saved it.

I hear ya I guess I wasnt thinking we would lose power......Is what what opening up DE filter pressure valve does, let water back into the pool? Hopefully that saved my grids.

Opening the vent valve on top provides a vent path into the DE filter. allowing air in to replace the water that is trying to fall back into the pool. It would depend on the exact design of your system, but in mine, this means that approximately 90 % of the water from inside the DE filter makes it's way back into the pool. I haven't inspected my grids yet to see if their broken, but so far I have no leaks on the filter housing.
