Is this normal? Seepage at penetration.

Called weeping and not all that abnormal. The key is does it leak enough to flood the pool and prevent the plaster being installed.. The plaster crew will not plaster if it is weeping too much.
Mine was much worse and added about three months, and a lot more work, to my pool build.
