Filter/Pump Upgrades

No start with SLAM based on 30, if that's what you added brings you up to. You used poolmath to figure out what you added will bring you up to, correct? Look at the bottom for effects of adding on the web page.

I actually got more stabilizer so was able to raise CYA to 40 ppm. I started SLAM process yesterday around noon (chlorine at 16). I have tested in three times since then and the chlorine level has not dropped. Is this normal? Water is still very cloudy (I just ran the ladybug cleaner and brushed the sides and ladder) and water temperature has been between 62 and 66.

FC should drop during the day due to UV extinction. Overnight, the only thing that will reduce FC is organics. What times were you testing?

On a side note,
I have a Hayward 1.5HP 2 speed Matrix pump and I run it all season long in low speed. It uses a fraction of the power your 1HP pump does and still provides more than enough filtering and keeps the water moving. Many say 24\7 isn't necessary but I like it and the 2 speed pumps in low make it more than tolerable. I'm sure a variable speed pump would be even better, I just couldn't justify the cost at this time.

I use high speed only for vacuuming or sometimes if I'm adding chemicals but often not. Honestly, I don't think I could ever go back to a single speed setup. The low speed is so much quieter it's unreal.

I have never had a problem keeping my water clear with just a sand filter. I always see have opinions on this but honestly I feel chemicals are more important than the filter media
