Are these algae or stains?

That looks like rust, like something metallic sat on the bottom and rusted. Any chance you have fertilized around the pool recently with a fert containing iron?

We recently (about a month or so) remove a wall of 80 feet of hedges (ficus) near the affected area. Also, they’ve been installing a new fence. Fertilize before that I cant be sure as the lawn guy is kind of a free spirit (does the job, but on his time/way/no information).
 
Installing a fence could be culprit. Many times they are not real careful about pieces of metal getting bounced around.

Now try a thin nylon sock with crushed vitamin tablets in it. Set that on the stains. It should either clear the stains or change its color.

I think you mean regular Vitamin C, right? (just googled it)

Can u please send me a link to which vitamins are you referring to? Then I’ll look for them locally. Thank you!

Sounds like iron if it is fading it. Put a bunch of the tablets in a thin nylon sock and crush them up a bit. Set it on the stains with something to press it down (rock, pool brush) and wait 15 minutes or so. Should take care of them.

It will no effect on your plaster.

The Ascorbic Acid does consume chlorine. So test your FC after to see if you need to boost it with chlorine.
