So my Pentair Intellichlor is obviously not working as the salt levels are all over the place and now the service light is on and I am still getting a check flow / pcb error on my intellitouch controller. I have cleaned the cell and the filter. The cell itself says the flow is good.....AHHH...

I noticed my cell light was flashing green, so I came inside and looked at the Intellichlor menu on my touch pad...I had a "check flow / pbc" message, so I figured I would go ahead and clean the cell to see if there was any scale build up. After removing the cell, I saw no debris or scale build...

I too have bubbles (start up this past September) and builder could never come up with a solution. Mine is also in the first return line and as JasonLion said, mine didn't start until I activated the SWG, so I am assuing that this is where the issue is created.
