Freeze protection in Spa mode

What is the best way to implement freeze protection for a pool spa combo.

1 - is it best to put the pool and spa on freeze protection so that the system cycles between pool mode and spa mode. Benefit is that all pipes (spa main drain and returns, pool main drain and returns) get water flow every 30 minutes but negative is the actuators will wear out early as they keep switching every 30 mins

2 - keep it in spillover mode. Negative is the pool returns will not have water flowing through them and the spa main drain will not have water flowing through them. Benefit is that you don’t wear out the actuators.

3 - is there an option I am missing?

2 - water running over your spillover can freeze on the tiles and damage them or pop them off dep[ending on how cold it gets. Not recommended.

Unfortunately closing isn’t a great option as we use the spa quite often in the winter and it is the same pump as the pool. Trying to determine best option
 
Let the automation do what it is supposed to do. If an actuator wears out, it is part of the cost of not closing the pool for the winter.
