Installer said that capped off piece is for insertion of antifreeze.

I had just never seen that before.. We do not close our pools down here..

I've actually took that one apart and rethreaded it with plumbers tape. That is one im sure is ok.

Builders came out and tightened down the 6-8 nuts that connect the 2 halves of the pump. They were loose. Bubbles have went away. Now to figure out why the blue pool is turning white.

The liner? Or the water?? If it's the liner, your chlorine is set waaaay too high? Are you super chlorinating 100% of the time?

I don't have a liner. Fiberglass. 99% sure it's calcium scaling. Nothing to do with chlorine.
