Help please on pool build and quote, this is in Ensenada, MX area

I have a few questions. My home in Baja of California that I was building a pool. Contractor didn't finish and stole money.

So now, new guy. Explanation. 1st off I'm having new electrical run and a 200amp breaker box with 24 slots. I'll have solar, a/c mini splits, kitchen appliances some will be propane. The electric will have a stub run to the pool area. Here's the pool specs with equip. 1.Swim Pool. 30 x 18 Consist of a pool of a depth of 3.5’ to a max depth of 7.5’, and this will be a shotcrete concrete mix structure with reinforce steel according to typical design pre-engineered, with one end of the pool will have a 8 x 8 Baja sun shelf entry and short steps into pool. Also, a B.B.Q. area with 4 seats with foot ledge/rests. (1) Bench in deep end 4 ft x 8 ft.
2.Excavation. Includes all retentions which will be done at an additional charge. After existing dirt removal is done, we will involve our engineering department Mario Duran to determine if we will set pool structure over the retention boundaries, all fill, and compaction will be compacted by pool contract to assure max compaction. Fill dirt will be provided by owner.
3.Plumbing. All plumbing will, will be PVC piping sizing from 1 inch to max 2-inch PVC varying from schedule 40 to 80. This pool will have independent pool system. All valves will be Jandy Valves, all trims and whites will be Hayward. this pool build also includes and A&A popup floor cleaning system.
4.Steel Reinforcement. Will consist of #3 Rebar and #4 rebar as per typical pool build code and installed as required.
5.Rough Electrical. All Electrical to be in compliance with the pool code with proper # 8 Solid Copper grounding as per code and typical pool building, all Pentair Niches will be grounded as per code and all electrical will run thru electrical conduit to Electrical Sub panel with AGFI Breakers.
6.Shotcrete. Pre-engineered concrete mix with a resistance of 3500 psi or equal to a 3/8 aggregated pit gravel. (Not Dry Gunite).
7.Tile Deck and Coping. This will consist of a $300 budget. We do all installations and finishes to pool shell and grease line, adding 500 sq ft of decking for additional decking to pour where owner desires plus the additional 36’’ of pool deck with Kool deck or stamped concrete.
8.Pool Equipment. Pool will have (1) Pentair UltraTemp 140 H/C Pump 140/80K BTU 460958. (1) Pentair VSF 3 hp Pump model 011018, (1) Pentair Clean & Clear Plus Cartridge Filter 520, Model 160332, (1) Salt water chlorinator I purchased along with two led color changing lights with niche and remote.
9.Accessories. Such as pole bases, and anchoring around pool adding a total of (5) and (1) on the sun shelf with a table. Other’s installed where owner desires. 3 will be for larger Offset umbrella’s the rest regular patio umbrella size.
10.Plaster . Will consist of a Pebble Tec finish plaster that owner will select from sample catalog during building process or as soon as possible, will add color glass bead to pebble plaster during plastering process also to be selected from catalog by owner. And contractor will acid was pool plaster prior to fill. Owner shall provide water ASAP once pool is clean and ready to fill.
11.B.B.Q. will be also at additional cost but will be attached to the pool shell structure.
12.Treatment and Walk thru. Owner shall provide water to fill pool. Pool builder will treat water as courtesy will have to use some chemicals for first treatment because of minerals in water on area, finally pool contractor will explain basics, and how to operate system and set programing on pump.
13.Entry will include (2) bubblers with color led, B.B.Q. at seating area will have (2) 36” or equal to LED waterfalls color.

My question, he has been sent pictures, the retaining wall is done. This new person wants to talk with electrician. He says it's very important to do solar with pool. Not sure why? I'm not using solar heating. But this guy says he knows pools, has been building all his life. I do not have pool plans. I did not get any. Based on this how long to quote a price? It doesn't make sense that it would take him over 5 days to do that? I said I don't need exact if there's something he has a question on.

I'm having a hard time knowing if I trust him and again, how hard a bid could be?
 
in todays market if you get any bid within a month you are lucky.. They have so much work ongoing that they really do not need new installs.. Your install may be in 2022 if they do take it on.. It is a builders market because so many people want pools right now and the builders can pick and choose who they want to build for..

As for solar not sure, it may be a cali thing...

It's not here. It's in Mexico. It's at least 1/8 or more done. Already been paid for. There aren't that many people looking. The bid has nothing to do with how many they have or time. It has to do with him saying he has to have plans. I have drawings, description, pictures. Like I showed above. The Engineer ran off. The original builders a theif. It's typical there. But this guy is an American, has build pools. Isn't working.

Sorry if I sound crazy and mad. I am though right now. Not directed here in any way. This has gone on since Oct. I have 2 other companies that have the time and want the bid but no one that speaks Spanish and English except for a guy who is/was Cartel. Not exactly who I want on the project.

In Mexico there are no licenses, or bonds.

There's no standard time.

Basically, if the time is long enough that you feel like they are not interested, they are probably not interested.

If they are interested, they will tell you how long they need to work up a proposal.

If they don't respond at all, they are probably not interested.

You really need to hire someone who knows what they're doing to manage this project for you.

You are probably not qualified to handle this project.

You're asking about an expensive project in a foreign country.

If you don't have any experience in managing these types of projects in the Mexico, you need to find someone who is.
 
Can you post pics of the current build state and any equipment that is on-site? No one likes to take over someone else's build so a lot depends on how much work was already done. Was there a permitting process for this?
