Pool Heater Replacement

Hello,
Our Tropic Isle by Purex natural gas pool heater needs to finally be replaced. Looking through the posts here Raypak is preferred so that is what we'll go with even though the shops are pushing the Jandy brand.
We live in Southern California. Question(s). Does CA. require us to install a low NOX heater versus the regular heater?
I'm assuming we should get their biggest one, 399K, yes?
Does anyone have a pool shop they would like to recommend here in Orange County, CA. Zip code is 92869.

Yes, get the biggest BTU heater your budget and gas service allow.
 
I have had a Raypak low Nok since 2003 and it has performed great. That and a solar blanket and we easily swim May through into Nov.
