Grout Problem

Hello, I live in an HOA community and I’m on the board. My job is watching after the pool.
In Sept 2017, we had the pool resurfaced and new tiles installed at the water line. At the start of our season in 2018, I noticed the grout had many spider cracks and pieces of grout were falling into the pool. This problem continually got worse. The board did not want to call the contractor as the warranty ran out.
I need to know if this is a serious problem and what kind of damage it can cause if left alone.

I need to know ASAP before next board meeting in a few days.

Welcome to the forum! Right off the top of my head two things come to mind:
1 - Grout falling off would be an eyesore and shame after just having the work recently done
2 - Why is the grout falling off? Was it poor installation techniques/material, or is the water so acidic (i.e. low pH) that the grout material is dissolving?

Water will continue to penetrate behind the tiles and may compromise their adhesion to the plaster shell. Probably not much more than a cosmetic issue at that point unless the water is acidic which might be causing corrosive issues elsewhere. If you have a TF-100 or Taylor K-2006 test kit, we would be interested in knowing what your chemical readings are.

I'm sure others will have thoughts as well.

Or low CH which may be leeching calcium out of the grout.

After you lose the grout you will begin having tiles fall off.

Here is one vendors recommendations for how to repair tile and grout - Tiling in swimming-pools Note they recommend using epoxy grout on public pools and allow at least 10 days after grouting before filling the pool.
