Water crystal clear but brownish/green ring around the bottom of the pool

This is my 3rd summer with my pool, and i made the mistake of not covering it last fall and I had a real mess this spring. I don't know if that has anything to do with my current problem.
I had some brownish/green 'growth' around the perimeter of my pool, at the base of the wall and the floor. I got a brush out and scrubbed it off, it came off quite easy.
Then we got 2 inches of rain, and the algae / iron ring came back,, i scrubbed it back and it went away. We had some big rains again and now its back.

I just added 2 gal of bleach and tomorrow I am going to scrub it again, is it my water? Lots of rust?

I keep the chlorine about 3-4ppm,, the PH was high, but I got that under control last week with some muratic acid & aerate. I need to get a new TF1000 water test kit as my plastic case is cracking, I am out of CYA reseurgent and just about out of FC & PH dye.
 
Ok,, thanks ! I am SLAMMIN and got a new kit on order. I will get the FC to 10ppm and hold it for 24hrs. I assume I will have to scrub again? Or will the SLAM take care of the algae and get filtered out in the filter?

You need to keep FC at shock level for as long as it takes. And you need to brush the algae at least daily to remove the protective biofilm so the chlorine can get in and kill the actual plant. And once you get the refills and can test the CYA, you may need to raise the FC level from 10. It's all outlined in the SLAM Process article. Don't be in a hurry to call it cured or it will come right back.
