We have inground pool just replaced liner and there is water behind the liner in shallow end by the steps is this normal? We have had a record rainfall of over 8 inches in month of June.

If you had that much rain, it is absolutely normal. You can have well points put in and pump the water from behind the liner. Use the search to read more about it and how it's done.
