    Safety line/float and lighting

I am looking for a good quality safety line/float. Can someone recommend one? I found this but unsure. Amazon.com : Pre-Assembled Safety Rope Garden

I am also looking for a light that plugs into an outlet or litthium battery/ solar light that doesn't die in one season. I don't want to wire it and I'm not even sure how to do it. Recommendations?
