What is this hole for? I was under the impression that we would be able to fill this pool much higher, but this pre-cut circle hole deters from doing so, obviously, but what is this hole for?

The lower hole is probably the outlet for the pool water coming out to the hose to your filter and the upper hole is your return there the hose comes from your filter to return water to your pool
Your instructions that came with the pool should explain any precut holes in your pool.
Newer Intex pools have two suction fittings (the lower two holes) and one return (the highest hole).
