Black gummy stuff in at water line in strainer

I have black gummy stuff at water line in strainer. I clean it up everyday only to find it back the next day. I am using baquacil chemicals with a sand filter. Pool is 24ft x 54". Why is this happening and how do I stop it?

I believe what you are seeing is referred to as the "Scum Line". Here is a thread about it and some ideas to correct it. Black 'ring' stain @water level in Skimmer
