Jandy LT Heater won't fire or ignite (AGS)

I have a Jandy LT heater and when I turn it on, the blower turns on and then when the lull happens and typically the gas blows and ignites, nothing happens. Just the Blower. It then flashes the AGS light. I've pulled the panel and tried troubleshooting with a multi-meter but not seeing voltage to the igniter. Any suggestions???

Here is a link to a troubleshooting guide... http://www.zodiacpoolsystems.com/~/media/Zodiac/Global/Downloads/L/L0747.ashx Looks like it refers to either a pump pressure problem or a flame rectification problem. Since we do not have flame, I am going with the pump pressure to start as you need flame for the rectification problem to present itself.
