Looking for a whole new setup, pump and filter.

Hi guys,

I am currently running a 1hp single stage pump and a ta60 aquatech sand filter. After problem after problem we have decided to switch to a newer setup. We would like to stay around $1200-$1500 but really just want what's gonna work best.

We want to go with a vs or 2 speed pump and a de filter. My research has showed me how many options are out there and I just don't know what to go with. I would also be interested and spending more if some pumps can really save on electrical cost. Could you guys recommend some setups I should look into based on these factors...

32,000 gallons
Not much debris enters the pool daily...some leaves here and there.
Electrical rate is .10 kWh if that helps for energy savings.
No waterfalls or anything like that.
Plumbing is 1 1/2 I believe.
 
Without any high volume features, any pump will do.

But what does this actually mean:

People often mistakenly blame the equipment for poor water quality when in reality, it is a chemistry issue so I just want to make sure I understand the problem.
