Pump issues

The boaster pump on my Polaris isn't working properly. When I turn the pump on the motor hums but it does not turn. Then when I spin the implier the pump starts and is running fine.

Thoughts? Diagnosis?

Capacitor not kicking it up enough to high enough voltage to start up is my guess.

New capacitor? Sounds like a job for the professionals.
