My return tube through my pool wall is leaking a little from behind the inside gasket. Can I lower the water level, let it dry well, the put a silicon bead aropund it against the pool liner?

Welcome to TFP!!!You would likely be better off just replacing the gasket. There are ways this could be done without draining, but draining is one option.
