Pump leaking water on filter

Our pump started shooting water out of the waste port when it was on filter running on high but it would still leak on low. We replaced the multiport valve thinking that would fix it but it didn't. What else could the problem be? Now it only shoots water out when it runs on high since we replaced the multiport.

I should add that its a aboveground pool with a sand filter. We bought it in 2012 and my husband just changed the sand before this all started. Could he have changed the sand wrong and caused this?

Water should not be coming out of the Waste port on the multi-valve at all, regardless of the pump speed.
