What is this?

Have a co-worker who has an above ground oval pool. Water clear but has this in his pool. Not sure what it is... Black algae?

Does it brush up? If so I would vacuume it up. If not I am not sure. Has he done a OLCT?

Said brush doesn't do anything but does get clear after adding a shock bag

Doesn't have test kit. it doesn't get completely clear just gets lighter

He may be able to rub it with a chlorine puck since it gets lighter if he puts shock on it
