8 1/2 inch rail???

We bought a foreclosed home with an in ground pool. There are holes for the railing to hold on to when walking down the steps put no railing. We ordered one, noting that the norm seems to be 8 inch from center. So we bought one, got it home, and it does not fit. Our holes measure 8 1/2 inches from center. I have searched all over the internet for one with that measurement and it is like they don't exist. Am I missing something here, because I feel like my only option without knocking the cement out and starting from scratch is to have one custom made?

I would think a railing that is not connected above the two anchor sockets would allow for 1/2" movement. Is the one you purchased similar in design to your picture in your post?
