Hot tub air bubbles

Not sure how to explain this but I will do my best.

When I turn the blower on to make bubbles all it does is create bubbles along the edge where the outlets are and water comes out of the hot tub. Is there a fitting that will push air more toward the middle of the hot tub?

Is the water pump running and are the valves set for the spa jets? You need water flow in order for the jets to work properly.
 
This happens when the pool is set up to use the spa. I'm not 100% sure how much water comes out of the fitting that the air comes out of. I will check tonight.
