Low hung Liner

I have a polynesian kidney shape pool. Fiberglass sides with a low hung liner. The person who put in my last low hung liner told me that next time I would have to covert my liner to a full hung liner because 3m made a waterproof tape which was very expensive around 3 to 4 hundred dollars a roll. He said 3M has discontinued making this tape. Does any body out there know if this is true and if so is there any other adhesive tape that can be used to seal the liner after inserting in the track at the bottom. also is it possible to still have a low hung liner built and installed or do i have to go to a full hung liner route. What is the approximate cost in doing this?
