Weak Spa Jets

I have a 1998 Sundance optima 850 spa. The Jets from jet 1 are very weak. I removed the Control/Diverter Valve that controls the flow to the jets and there appears to be a broken piece or something floating around that may be causing a an obstruction. I have attached pictures below. Any help would be greatly appreciated. Thanks
