Leaking Anthony & Sylvan pool built in 2006

I just moved into a foreclosure house that has an Anthony & Sylvan built pool, built with the house in 2006. It's not holding water. I've had a professional crew working on it for a while, they found a few cracked pipes and fixed those, but it still won't hold water. After giving me a bill for over $3k and with the pool still not holding water, I've decided to give it a shot on my own.

The lines running from the skimmers appear fine, and the pool continues to leak after it gets well below the skimmers. I've never turned the pump on because I can't get the pool to hold water. There are no apparent cracks in the plaster. I suspect it has something to do with the infloor cleaning system. I can't find a diagram or schematic anywhere for how the pipes to the pool are laid out. Anyone have any idea how/where I should be digging to find pipes? and what should I do if the cracked pipe is underneath the pool? Any help would be greatly appreciated! Since you know the year of construction and it was not all that long ago (9 years), you might check with the pool builder was and contact them in hopes they may still have records of the pool build.
 
Check with local permit office to see if they have a record?

An alternative is to get a leak detection specialist to search for it, they can use techniques like blowing air through the pipes and listening for leaks with ultrasonic contact probes.
