Raypak 130a burner wont fire

I have a Raypak 130a. The pilot lights but the burner won't fire. The manual states to Jump across both TH wires on the gas valve as the first check. If Burner doesn't fire, replace gas valve.

As soon as I jump the TH, the pilot goes out. The troubleshooting is unclear if this should happen.

Is this expected or am I doing something wrong?
Does this confirm a bad Gas Valve?
 
I assume this is a millivolt unit. If so, the best way to test is to use a multimeter that can read millivolts. Check the voltage coming from the power pile (round item in the pilot flame). Ideally it should read around 750 millivolts. They will work down as low as 400-450 but the higher the better. My bet is the power pile is going bad.
