Return pipe pressure loss.

Our 50 year old 85000 gal pool is under renovation for new plumbing, skimmers and equipment. 5 HP pump, 6" main drain line, 4" return. The other day he spliced the 3" dia east and west side of pool returns into one 3" dia line for approx 20' to go into the pump room and connect to the 4" dia manifold from the filter. A flow of 250gpm in 3" dia sch80 pipe is approx 12 fps, which is way more than the 5 -6 fps engineers usually target. So I looked on the drawing and saw, yes, in fact the engineer specified the 3" dia lines should connect to the 4" dia main indepentantly. They sould not be bushed down.
