Ladder algae?

I have a fiberglass/resin ladder in my AG pool, that appears to be discolored. I thought it was algae but it doesn't scrub off easily. Could there be algae embedded in the material that the ladder is made of? I'm planning on pressure washing the ladder after it's removed from the pool.

I would suggest rubbing it with a Vitamin C tablet first, it might be iron staining. If it is, you will be blown away at how easy it goes back to white.
