Just got all the chemicals to slam the pool. Is it OK to start now or wait till the am?

I would go for it... As it gets dark you wont have to worry about the sunlight using up any of your chlorine...

From 0ppm I dumped in 3gal of chlorine expecting it to get to 16ppm but when I tested I'm getting a whopping 27ppm. I only waited maybe 15 or 20 mins after before testing. Did I not wait long enough?
What is the strength of your bleach? How sure are you of the pool size?

Yes, it should come down pretty quick. Are you using PoolMath to calculate your amounts?
0 to 27ppm FC in 20k gallons takes 672oz of 10%. Which is 5.25gal. Something is off.

In using an android app called pool pal for logging and calculation. Has always been spot on for regular calculation. It said to add 373oz which is about 2.9gal

Usually 20 minutes is good, it's the minimum. I usually recommend 30 minutes just to be sure. In your case if you were at the short end of 15 minutes maybe it wasn't mixed and that's why you tested at 27. As Pooldv pointed out the math isn't adding up.

So today would be day 4 of slamming. Last night I raised my fc to 16 late in the afternoon. Tested before leaving for work and my fc was 15.5. Does that mean I've passed the overnight test and can stop?
I never had a problem with the water not being clear . I can see the slightest speck of dirt at the bottom of the floor. I'll be home in a little bit I'll test and report
