Does the heater count as bonding the water?

My question is, since I have a gas AG heater, does the NEC consider bonding it as bonding the H20 since it has more than 9^2" of metal in direct contact with the water? I'd also like to hear from the Canadian side as I maintain pools both in the USA and Can. Thanx

Next month's project is to remove current AG and assemble a new 27' with all new plumbing (barring the the 3 yr old heater which will be reused). Full Specs will follow.

Yes, in the US, as long as it has sufficient metal surface area in contact with the water, using the heater to bond the water is acceptable.
