Pebble finish only on infinity edge?

Short answer is no. Pool finishes need to be submerged. As long as it stays under water it will be fine, but it can't be exposed.

Probably true but you do see beach entry pools (residential & commercial) and kiddie walk-in pools at commercial locations with pebble finishes.
 
I'm not sure the size of pebble has much bearing on it, but pebbles would no doubt do better than plain plaster.

None of these finishes are designed to be permanently exposed. They are designed to fully cure and reside under water.
 
It really depends on the climate. The hotter and sunnier the climate the less it will work. If you live in a relatively cool/dark part of the world it will be just fine. If you live in Nevada, forget it.
