Heat Loss in Solar Heat Exchanger

I have recently installed a solar heat array using glass vacuum tubes, a heat exchanger and a glycol circulation pump. The glycol enters the heat exchanger at 160 degrees and comes out at 115 degrees, but the water enters and exits the exchanger with little or no temperature rise. Any thoughts on how this could happen?

If you are moving the water through the system quickly, it may only get a few degrees rise ... this is actually the most efficient way to heat the water.
