I have recently installed a solar heat array using glass vacuum tubes, a heat exchanger and a glycol circulation pump. The glycol enters the heat exchanger at 160 degrees and comes out at 115 degrees, but the water enters and exits the exchanger with little or no temperature rise. Any thoughts on how this could happen?

Welcome to TFP!!!If you are moving the water through the system quickly, it may only get a few degrees rise ... this is actually the most efficient way to heat the water.
Yes, speed of the water seems critical. I lowered the speed of the pool pump to the lowest speed, but still don't see any temperature rise.
The heat has to be going somewhere. It is perfectly plausible that there could be less than a 1 degree temperature increase, which your thermometer may not be able to measure.
