Above waterline Jets sucking air

I have an Atera spa that was a neck/shoulder seat. There are 4 jets that are above the waterline. When my pump is on circulating water, these jets are sucking air and making noise. I have the diverter turned all the way to divert the water to the lounger. But I can see air bubbles coming up from the lounger jets. Is this normal?

I assume the diverter doesn't completely seal the pipe so its creating some venturi effect and pulling air in.
 
The diverter probably controls only the water flow and not the air flow. In venturi jets, there are two pipes, one for water and one for air. Do you also have the air supply vent shut off? If so, it is probably drawing air from the above water jets because they share the air vent pipe.
