Should shaft seal be lubricated?

I've heard different things from different people on this. Concerning the rubber around the shaft seal, specifically the piece that goes into the seal plate, does it need lubrication? Some have said just a little regular pool lube. Others have said to use 100% silicone caulk. I've seen people use other plumbing type products. And then others said to use nothing at all.

Is there a right or wrong answer here?

The shaft seal it's self does not require lubrication. Any o-rings or gaskets in that general area should be lightly lubricated with either a silicone or teflon based lubricant (not petroleum based) just before assembly. They should not need any further lubrication unless disassembled for some reason.

It depends on the seal. A 100,200,201 seal require lube for assembly as stated above. A #1000 seal should be assembled using a good quality silicone, or RTV on the metal side of the seal.. The most common pumps that use this method are Whisperflow (intelliflo) and the hydro pumps.
