Hearing bubbles behind the stairs when blowing out the lines (closing pool)

So I tried to close the pool last week. All was going well at first. Gismos check, pool side jets check, then there wsa no air coming from the two stair jets. But i could hear bubbles from behind the stairs... During the summer I never got much pressure from these vents. Does this mean my pipes behind the stairs are broken?

Maybe. Makes sense because the bubbles means that air is getting that far and then not getting the rest of the way out to the end of the pipe.

I picture that you have two returns (water going into the pool) that protrude from underneath a fibreglass set of stairs......so your pool is an IG vinyl lined pool, is that correct?

A pic or two would help.

How could they break? Do you take the steps in and out of the pool?
