I have a 500 gl spa and my IC20 is not making chlorine there is a flashing green light saying to inspect the cell already did that everything looks good what can be wrong with my IC20

Do you mean the CELL light is flashing? It is secondarily labeled "inspect cell".
If the Salt Level green LED is also flashing the salt level is probably too low. If just the CELL light is flashing green then you need to inspect the cell to look to see if there are calcium deposits (white chalky stuff) on the cell plates, and if so clean the cell.
It would also help if you could post a complete set of water test results.
Also, the pool needs chlorine one way or another. If you can't get the cell working again right away, you should add some chlorine manually.
That light can blink if the water is very cold (below 50). It is still a little early in the fall for that to be likely, but I thought I would mention it just in case.

I had similar problem with my IC40. I eventually killed power to it completely for 1 hour. Turned it back on and it has worked fine since then. Read something about this resetting the unit.
