Drain below lights?

ive drained my water below the return jets, about 4", and lowered my LED lights to the bottom of the pool. I've just noticed that the waterline is now halfway across my light housing. I was hoping to just throw in some foam inside the housing as protection but wanted a second opinion. I'm trying to avoid taking more water out as its getting pretty low in the shallow end.
 
In northerly climates, such as yours, it is best not to allow there to be ice at the depth of the light fixtures, either by draining below them, or by keeping the water level reasonably high above them. There won't necessarily be any problems. But it is certainly possible for the ice layer to shift enough to damage, or even tear out, light niches/fixtures if the niche/fixture is embedded in the ice.
