How to remove remnants of pool rail?

Greetings All

When I bought a foreclosed house - they had to tarp the pool....unfortunately - they had to remove the pool railing - I guess the guys didn't have much patience to undo the bolts and lubricate/CLR the railing to wobble it out the concrete - it looks like they did a rough job cutting it and hammering down the sharp edges.... Any idea on how to get these out so I can install a new rail? Hoping I don't have to jack hammer :(

Depends on what you're intending to put back as a replacement.
Something that bolts to the surface? - Just grind these off flush and fill the hole with concrete. Leave the steel in place.
Something that goes into the concrete? - You'll probably be renting a core drill to make holes for the new rail anyway, just core drill a plug out that includes these remnants.

If you really need the steel out, I think I'd work it with a chisel. Try to collapse the pipe in on itself to give yourself clearance to get it out.

I was thinking to make things easier - it would be best to install the same rail that was there before - luckily it seems to be a pretty standard item:

Looking at the site more closely - I see they sunk in the standard bronze anchor into the deck:

Would chiseling cause irreparable damage to the bronze anchors? Any chemicals out there that could work at the corrosion/lubricate so I can pull the remnants out? Careful use of a pressure washer and 0 degree nozzle? Other ideas?

If it was me, I would use a rotary hammer(can be rented) with a 4 inch diamond hole saw, drill it down then chisel out. And as per what was mentioned earlier, buy new anchor and cast them into place (in the holes created by the hole saw) with a poly modified cement/sand mix. Shouldn't take more than 2 hours.
