Removing Diving Board Bolts

We just took out a very old diving board, but now have the four bolts sticking out of the concrete patio. Any suggestions for removing them? A saws-all has been recommended, but I'm hoping to get them as flush to the ground as possible.

I know that it's been a long time since this thread was alive but just wanted to say how much it helped me. I was inspecting our fiberglass jump board and found a crack across it. It was so old and I didn't want to replace it (actually think the pool looks better without it). I bought the Harbor Freight angle grinder and wheel for under $30 with coupon. It cut the old rusty bolts and then ground them smooth and flush with the concrete. Thanks to this old thread for the help.
